Why is there a 30° angle between W force and the radial axis?

1. Ok here is a diagram I am HAVE NO IDEA HOW THE 30 DEGREES between the W force came and the radial axis!

CAN sOMEONE SHOW ME or EXPLAIN PLZZz

also it says when theta is 5/3 PIE not sure if that means the axis will be at that angle :S
