Could you sustain a vortex in a vessel of water by ionising the water with high voltage ?

seems like a cool idea. I don't know that the charge would be strong enough to do anything usefull with it. It seems you'd need a pretty powerfull magnet to do such, if it is even possible.

But isn't the fact that rivers flow a certain way in different parts of the world attributed to the poles?

Yeah guess the charge would have to be very high and the vortex spinning awful fast for it to have any effect.
