Can a DNA test differentiate between a females maternal grandfather and maternal
grand uncle, the grandfathers brother.
And also can a DNA test differentiate between this same females paternal grandfather and
paternal grand uncle.
In otherwords can this females paternal and maternal grandfather be confirmed by testing
her mother and father ?

Yes. A father and an uncle have different DNA. Which one is which can therefore be determined.
