Why do we need to wear goggles underwater to see straight

I have a question i know it has something to do with refraction but uh... why do we need to wear goggles underwater to see straight>??

water and corneal tissue have about the same indices of refraction so light isn't as focused by the time it reaches the retina, as it would be after traveling through air first
