If a pneumatic actuator is connected directly to a roughly 150 kg metal plate.... and this whole system is mounted horizontally... then would the downward force of the plate be harmful to the normal operation when fully extended? Or is it simply a matter of increasing the bore of the actuator?

An actuator would have a maximum side load tolerance.

Ideally the Actuator would have a specific maximum side tolerance. I'm not sure of what the ranges are like. So you should be fine. And in case the plate you are using is going beyond the applicable limit, i doubt that a simple increase in the diameter of the bore will change things.
