Is time relative to space, or space to time?!

No. To quote Einstein, "We live in a four dimensional space-time continuum"
The various dimensions do not affect one another just as the length of a piece of paper in the "x- direction" does not change its length in the "y-direction".

There is no space, there is only spacetime and spacetime is relative to the observer's frame of reference.
