Is it possible to control the illuminance of atoms?

How do you control the illuminance of atoms to create a safe output of energy to form a light source?

Can it be done using a magnetic field to move the atoms to form a sphere shape of light?

I'm not sure what you mean. Lasers have a constant light sauce beacuse the photons are in phase with each other, producing uniform bright light.
