I think it means that in a theory, there are postulates which are made based on certain conditions. By postulates, it means assumptions, or to deduce an idea. At least that is what I understand them as.

Actually, one of my friends asked me whether I know that in Turkish. Because I coluld not find any information in Turkish, I translated it and asked you to be sure about the answer.
 
Ok he says that; "In thermodynamics, two independent properties that are necessary to predict a system's condition."

I think now it's clear.
