Does anyone know what tools are available to cut a metal like aluminium in very small parts and to join two parts together and still get a neat finish?

In order of most probable best finish cut:
- EDM (wire)
- Waterjet
- Laser

As far as joining goes, that will be the trick. How would these parts be joined? Are you looking at a butt joint, etc...? That will make a difference.
 
Most welding operations, if done carefully (with good surface preparation) can produce extremely neat join finishes.
