Is ten minute for an observer in different dimension, with the same speed relatively, same for every observer?

What do you mean by "observer in a different dimension"? Everyone lives in the same number of dimensions (whether it's 3, 4, or 10), so you can't have an observer in a "different dimension" from you.
 
Time is a dimension in itself, so what exactly are you asking? Maybe you are using the wrong word.
