Questionable, if what V-50 quoted is accurate. If the Hubble Space Telescope had not be designed for in-orbit repairs, probably it's billion+ price tag would be seen as too high.- Aaronvan

I think it took a long time to calibrate and tweak LIGO. Also, it underwent a $600 million refurbishment two years ago. The original configuration wasn't sensitive enough.- Aaronvan

Gravity Probe B cost the taxpayer nearly three-quarters of a billion dollars, more than LIGO. However, none of GP-B’s research (frame-dragging, geodetic effect) captured the public's imagination like LIGO/gravitational waves. But even if the bomb was not directly connected, the vaporized casing would impinge on the pusher plate (say) of the space craft. It seems with enough bombs the ship would approach the velocity of the vaporized casing.- Aaronvan
