Yea, but that's the thing. If the Judge is the person that is testing it, they arn't trying to prove it to the testee. They are trying to prove it to themselves, so whether or not they lie, they will know whether or not the result strongly implies that there is something to remote viewing...

I would find it far more likely that they wouldn't actually come and do research on a totally unknown planet that appears to contain life. Instead they would send AI Bots on ships to observe us.. possibly even treat us like we treat animals, not recognizing us as any more intelligent than an ant...
