Adapter Definition and 52 Threads

On the adapter, Vout is 12Vdc but when I measured it with a voltmeter it shows 19.5V. Is there a typo or does the voltage somehow drops down to 12V when in use with a load?

Hey all, I was wondering if anyone knew how good my chances are of picking up a wireless signal in Seoul, Korea. Trying to decide whether to splurge on a wireless card, after finding out my room doesn't have internet access. I'm pretty much located in the middle of a busy and active city...
