Is there anything one can do to raise his letter grade by half a letter if he missed it by like .3%?

You're asking the wrong people.
 
If you are talking about the grade in a specific course, you can always discuss the matter with your professor. I would go over all of my previous work and check for grading errors or times when I felt I deserved a higher grade and then politely approach the professor about that. The worst thing that could happen is they say no, and you thank them for taking the time to re-check it and talk to you about it.
 
I missed a letter grade by .08 of a point, and the professor wouldn't budge since he stated that in the syllabus. It depends on the professor though...I know one of my professors gave me about a point, probably because I participated in class and went to a few office hours.
 
Well, it'd be fairest if the professor never budged, but I can understand the frustration of missing a mark by such a slight margin. I'm pretty sure I'd find it hard to uphold that moral stance if I were to be in such situation myself, though :smile:
