Would it be possible to go back in time and steal valuable resources needed to run our world today and in the future? Would we be able to take equiptment and study a perfect Ozone layer so that we can repair ours?

As far as we know it is not possible to go back in time in any meaningful way.

Past resources and future resources are the same thing unless the world "branches" at every moment in some way that we're not aware of. But in that case everything that can happen has happened in some universe and you might as well just travel to the utopia universe rather than steal the resources.
 
Teleportation isn't time travel, but it is science fiction - and it isn't what this forum is form.
