Every IPP funds 5 Canadian students to do research at CERN
I don't know how they select those people but it seems that there was none from toronto university while carleton sent 2 students and Mcmaster sent one student as well
I am just curious because I have been told that U of T is most well known for the physics department in Canada

Is it more competitive to do NSERC research at bigger university?

I suspect you'll get the answer to your question if you look up what criteria are used for the selection process for that award. Chances are that not much weight is given to how well-known a particular school is and instead much of the weight is placed on the students' academic performance.
