If there is a level IV multiverse, does that mean that my favorite comic book characters exist somewhere?

Probably not, because comics are usually self-inconsistent :)

But it would be really interesting to explore level IV universes: create different laws and emulate them, looking how these toy universes evolve. In the beginning most of the universes will be a total failure, but at least we would understand why they fail. It will help us to better understand our universe.
 
The real question is not whether they exist...but are they alive!
