i want to know the governing equations regarding force application on a damper with damping constant D.
if you provide some force f to a damper , then how much force does it transfers to the other side.

There are several types of dampers. Depends on what the problem is, really.
 
it is a simple damper, with a force dissipation of D*v
where v is the relative velocity across the damper
