How do webwork plots work in Harry Stephen Keeler's novels?

Is there anyone here who can, as simple as possible, tell me how a webwork plot works? I have read that the only known writer who can master this type of writing is the little known author Harry Stephen Keeler.

I have lately been immensly interested in the works by writers such as Harry Stephen Keeler but I can't seem to figure out how he structures his storytelling. Any help?
