How to get into harvard or mit or oxbridge

well if a person has low marks in 10th and 12th grade(85% and 75%) and he gets into a low level college,but if he do well in college in all the semesters and get 99% and has a good scores in toefl and ielts.can he get into one of these colleges for post graduation?
