No. Prescott is a Pentium 4 manufactured on a 90 nanometer (0.9 micron) process with a 1 MB L2 cache instead of a 512 MB L2 cache.
Here are Intel's 64 bit plans (http://news.google.com/news?q=intel+64+bit).
when will intel roll out 64-bit desktop processor ?

"Intel's first x86 server processor with 64-bit capabilities is still on schedule to ship in the second quarter, Otellini said. Servers with the new chip, code-named Nocona, should ship in July (http://news.google.com/news?q=nocona+intel+quarter), he said."
Note: that's a server chip! Plans for desktop... not on any charts so far.

We might then say Nocona is Intel's equivalent of the AMD's budget 32-bit/64-bit server chip Opteron, and that Intel does not yet have a publicly-announced Athlon-64-like gamer (desktop) chip in the pipeline.

TECHNICALLY it is
Prescott has 64 bit extensions, HOWEVER theyre not enabled, and won't be enabled for the current socket. When they move to the new one (757 I believe?) there are plans to turn it on.
