universe expanding +c. +c impossible?

Transmitting information (or moving a physical object - same thing) from place to place faster than C is banned. Moving the two places apart faster than C is allowed

or, to think of it in a mind warping way (no pun intended)... When the universe expands, it's not that things are flying apart from each other, it's that the distances between everything are getting bigger.

so on this balloon thingy. if we start of with 2 galastic clusters next to each other but movin g away at +c how do we see them?
