Need some help to fabricating a new fixture.

Currently our application shown in the picture. but i need to calculate the torque required to move the shaft. IF can, the speed of rotation should be around 35 rpm.

I need the torque value before i can determine what model of magnet resistance motor that i can use to replace the load disc.

For a rotation at constant speed, net torque is zero. You need to know what resistances there aere.
