I am trying to get some information on CPU HYSTERESIS TEMPERATURE...

does anyone know what that is?

Hysteresis is the process of an object not returning to the exact shape and size when you deform (bend, heat, cool, etc.) it.

I don't know anything about CPU hysteresis itself, though. Anything I tell you would just be me guessing.
 
I would say,

In normal operation there would be no hysterisis. Only if something internal to the CPU changes (like damage from heat) would cause there to be a hysterisis and here the energy loss goes to break your CPU. But i would have thought this would be small compared with the 100 watts or so coming off the device.
