so here is the problem that I'm confused with:
let's say...

Will a torque produced by a 20 teeth(force is exerted to this one) to 60 teeth gear be the same torque compared to a 60 teeth(force is exerted to this one) to a 60 teeth gear.

Calculate the effective radius of the contact points on the theeth of the two gears, and use your knowledge of lever arms.
