Water depth pressure against air pressure


In a ten foot by 6 inch tall container filled with water were to have another container secured in it midway but had the pressure of air in it, (the bottom is open), if the smaller container has a siphon into it could you siphon in more water, or would the pressure that keeps the water from going up into it also keep the flow of water from the siphon from entering?
Also no air can get into the siphon, but will have the force of more water and air pressure on it, so it won't let in the air from the smaller container.

If the air pressure in that container is greater than the water pressure in the siphon, no water will get in. If it is lower, it will until the pressures equalize.
