Either these units of acceleration are equal or not? How?

Yes. 1 km/h/s is 1 km/s/h is 1000/3600 m/s2

What do you think? Have you tried with some numbers, like what is the speed in both cases after one second?

Correct. It would be perfect wen you also add a number on the left hand side: 1.0 km/s/h = 0.28 m/s^2
