Arxiv, ResearchGate : Would academic ethics require citing from them?

If an author knows that a relevant prior work exists on arxiv or on ResearchGate, would it be an ethical obligation to cite such work?

In practice, does ResearchGate tend to get ignored knowingly and thus slip through the cracks --- more so than, say arxiv?
