Can one grade below the major minimum prevent graduation?

Can the major requirements aren't meeting the mimum grade! help!

Hello.
So if someone has all high grades for his major requirement, except for only one that is below that major minimum grade required

Like if someone has:
Calc I - C- " below major requirements"
Calc II - A
Calc III - A-
Differential equations - B+

Will they not let him graduate because of that, while he has all high grades in the other major subject? also, what is a good way to solve that issue? can the department give a excuse for it, since it's the only low grade and the student had proven the ability to do well in upper level courses?

This is something "he" should be asking to his advisor. We know nothing about his university and are in no position to answer the question accurately.
