Could holograms and quantum mechanics make Star Trek holodecks real?

They can explain the gravity and matter are simply information.. so what the holodeck does is simply precipitate form and geometry (matter and gravity) from the informational domain (sub quantum vacuum). This would make a more imaginative Star Trek .So why didn't they propose it?
They proposed it but the joint congressional subcommittee demanded a cheaper alternative at the expense of quality. As a result of lower quality they got extra bright colors, the occasional flicker, and possible "field memory" (the spacetime equivalent of screen memory).
