GPS Info: What You Need to Create Live Feed Website/App

Let's say I wanted to create a GPS that gives live feed to a website and mobile application from relatively far away(probably at most a 20-25 mile radius). The GPS should provide ETA, weather status, and live current location. What would I need- mainly for the GPS, but also for the website and mobile application?
