Hiding information in images with steganography

Some of you may remember thread about hiding information in an image started by a sadly clueless student. Well, here is something related:

Basically it has an interesting histogram.

I don't understand what is hidden... the NYC skyline? If so it's not hidden in the image very well it was the first thing I noticed which is why I kept staring thinking I'd notice somtehing else haha... but nope. Maybe someone can give a hint or something idk

I see how it can be a histogram but there aren't any numbers associated with it. How do you make sense of a graph without #?
