How can I create poly aluminum chloride out of aluminum chloride? I think I need to make it into hydrochloiric acid first but to mix it safely with aluminum I need to some how do change my aluminum into something else or it may explode due to the hydrogen.

I've seen alumina or aluminum trihydroxide used with hydrochloric acid. That gives you great control over the stoichiometry.
