Investigating an Unknown Hypothesis on Gravity Unequality

Lately I've interested into the hypothesis on the unequality of gravity in different part of the universe, as a subsitute to the existence of dark matter and energy. I'd like to investigate... the problem is that I forgot the name of the physicist who presented that hypothesis... Can someone give me a pointer? Thanks.

I think unequal gravity is misleading. I think varible gravity would be a better word.
