Is it true that deforming a ceramic will increases its strength? if yes or no why?

In general no. Ceramics fracture if you try to deform them (otherwise they are elastic and return to their former shape) massively reducing their strength. Putting them under tensile stress encourages crack growth which reduces their strength. They have much greater compressive strength but still they will break when pushed at two opposite ends due to induced tensile stress.
