Is Meshless Modeling Truly Meshless or Just a Simplified Mesh?

Anybody have experience with it? Is it really meshless or just hiding a mesh generation?

thanks. yes I had seen all that in the Wikipedia. but I think there is talk about meshless that really is just a simplied mesh that you can't alter underneath. Ansys Discovery live says it's meshless but it is really? This one I don't now about:
