PH Scale: Is 12 10^6 Times More Basic Than 6?

Here's a quickie. Since the pH scale is based on powers of 10, would a pH of 12 indicate that a substance is 10^6 times more basic than a substance with a pH of 6?

No. pH is not a property of the substance, it is a property of the solution.

10⁶ is the ratio of concentrations of H⁺ (or OH^-), not directly related to substance basicity.
