Can someone clarify this for me. Is it the case that Planck scale unit is the smallest unit of measurement that can can observe/make, but not the smallest unit of measurement that exists?

If so, is there some name for that which is smaller? Is there some fundamental measuring unit that simply cannot be divided further into a smaller unit?
