The speed of light is a fundamental aspect of nature that has no underlying explanation. In short, that's just the way it works.

What makes the waves if you throw a stone into the water? The stone. So the light switch makes the light move. Light is an electromagnetic wave that has to be "created" somewhere. E.g. by an electric current that brings the electrons of the atoms in a light bulb to a higher level and when they fall back, which they will do the same way as a pencil falls down if placed on its peak, they emit light.

The number is simply a natural constant and the digits are because we've chosen meter and seconds in a way that results in this number.
