In summary, the conversation is about an international student who is attending a community college for their first year and is wondering if it is possible to transfer to the University of Madison in Wisconsin after the first year. They provide a link to program requirements and ask if fulfilling 24 credits would make transfer possible. The response advises them to sign the Engineering Transfer Blueprint Contract and to talk to the Transfer Advisor and Coordinator for more specific information, and suggests contacting the transfer office for further assistance.

Lastly, if I fulfill the 24 credits would transfer be possible? or does that include the social sciences ?

Unfortunately, the odds are that you will not find anybody in your particular situation here at PhysicsForums, and as such, given the highly-specific nature of the question you're asking, you're unlikely to get a response. You also don't mention your major, the program you want to transfer into, or the community college you're planning on attending.

If you are attending Madison Area Technical College, and you are planning on following engineering, then, as your link suggests you should sign The Engineering Transfer Blueprint Contract, fulfill the blueprint requirements, and most important of all, talk to the Madison College Transfer Advisor and COE Transfer Coordinator. If not, you should really talk to the people at the transfer office, to discuss your particular situation:
