If there is electromagnetic induction on an object that has no resistance, will an emf be produced? I know that no current would flow but is emf produced?

This is how I think about it. If there is a changing magnetic flux in a region of space, there will be an induced electric field in that region, even if there is vacuum there. Now if you happen to place a conductor in that region, this induced electric field will push all the free electrons in the conductor around as if they were connected to a battery with an emf.
