I don't know much about physics, so I was wondering, what does it mean when some one is saying a formula and they say "something something, with the respect of time" what does the respect mean? Sorry if I'm wording it wrong.

it means as time varied, what is the effect on the variable concerned.
 
you seem to be talking about derivative of something with respect to time. It is the rate of change of something on changing time
