What is IRLP node 3881 and how can it be accessed on 146.80MHz?

My name is Abram, and I'm an electrical engineering student in Portland, OR. I'm also an amateur radio operator with the call sign K2NXF and often times listen to IRLP node 3881 on 146.80MHz. Thanks for having a great forum!
