No, a singularity has zero volume or else it would not be defined as a singularity, black holes, on the other hand can be larger if two of them collapse creating one but the volume of the singularity would still be defined as zero.

Volume can expand, it isn't fixed. A singularity could have expanded to become something else, but I am asking this question to find out if a singularity can actually expand to change and become the other thing.

A singularity is not a thing. It is a breakdown of equations. Since it is not a thing, it does not have properties of things, like volume.
