Can I use a proxy from another country for faster internet?

Hello, if I use free poxy, my internet is slow, can I use a proxy of another coutry but my computer always connectable and run very fast just like my own proxy?

Can I buy a proxy from another country ? I mean ISP proxy of for example, England while i stay in Japan ? Thanks
