Do protons have stong nuclear interaction with other protons

I was wondering if protons exchange strong nuclear interaction/force with other protons or do protons exchange strong nuclear interaction/force with just neutrons OR do all protons and neutrons exchange strong nuclear interaction/force with all protons and neutrons. Protons exchanging strong nuclear interaction/force sounds redundant because that would deem neutrons useless. Also, do protons and neutrons exchange strong nuclear force with one particle to the other or are they all exchanging with any particle in range.

To quite a good approximation, the strong nuclear interaction of a neutron with a neutron is the same as the interaction of a neutron with a proton or of a proton with a proton. But note that these interactions are spin-dependent, and the exclusion principle forbids some states from existing.

The strong interaction between protons is not sufficient to keep a collection of protons without neutrons together.

In any case, we don't decide whether a particular physical law is right or wrong based on some notion of utility or redundancy.
