The teleological explanation is that it improves the efficiency of photosynthesis by distributing chloroplasts in a way that maximizes their collective output. I'm not sure this has been scientifically established. Cytoplasmic streaming also occurs in animal cells. It has other functions such as distribution of nutrients, etc.
