Ah, now I see. It still seems a bit vague, though.
If it was just environmental concerns, Xanthym's link pretty much explains it. For engineering issues you may want to look for Wikipedia articles on the specific kind of powerplant, Hydroelectric dam, for instance (common in Norway, I travel by two plants on my way to school!)
