Project in neurobiology with only a limited background in these fields

I have an idea for a research project in neurobiology but I have only a limited background in these fields (I currently work in web development). Is there any way to gain the necessary skills and have access to the right equipment to carry out the experiments I want to do without going back to school and spending a tremendous amount of time and money to get a second bachelors degree in science? find a local collaborator in the field with those neuro skills
