well you could just start reading some of the articles and start following the trail of citations... that said i have been working through a review article by A. Zyats et all that has been providing a fairly good introduction to the phenomena ... also just picked up a Principles of Nano-Optics which surveys a lot of those topics... have not really read it yet, but the review it got in physics today seemed fairly positive.
